Western New York - Governor Andrew M. Cuomo today held a storm briefing in Western New York on the current winter storm conditions, where there is in some areas more than five feet of lake effect snow already on the ground, with up to two more feet expected. The State has been working around the clock to rescue motorists stuck on the Thruway and other state roads, as well as provide help to other New Yorkers affected by the storm. All occupants of passenger vehicles have been evacuated, and there are 45 commercial vehicles that have chosen to wait out the storm at Thruway service areas after being checked on by State teams. The New York State Police urge anyone needing immediate help to call 911.

The Governor declared a State of Emergency Tuesday night for affected counties so that residents can receive as much assistance as possible. With a significant amount of snow expected again today and tomorrow, the Governor has instructed the National Guard, the New York State Police, and all state agencies to prepare to help affected residents and roadways. State offices remain closed today in the counties declared States of Emergency.

Governor Cuomo Deploys National Guard to Western New York to Help with Snow Emergency

Western New York - Governor Andrew M. Cuomo today deployed the National Guard to help those affected by the ongoing snowstorm and provide resources to help with the emergency situation in Western New York. This is in addition to the current assistance on roadways from the Thruway Authority, Department of Transportation, the Division of Homeland Security and Emergency Services, and Department of Environmental Conservation, which includes plows, snowmobiles, personnel, and other storm supplies. With snow not expected to ease until at least Thursday evening, the New York State Emergency Operations Center remains open to assist anyone in need of help due to the storm.

“We are deploying the National Guard to ramp up efforts to keep Western New York residents safe and to assist storm recovery efforts in any way possible," Governor Cuomo said. "Travel bans and advisories remain in effect, and I urge drivers to stay off the roads so that our state agencies and the National Guard can assist those that need help."

The New York National Guard will mobilize 150 soldiers and airmen, 7 Bobcats, 10 dump trucks, and 5 Humvees. Soldiers will come from the 152nd Engineer company in Buffalo and the 827th Engineer Company in Horseheads. Airmen from the 107th Airlift Wing at Niagara Falls Air Reserve Station will also respond.

Governor Cuomo Welcomes ECAC Hockey Championship Tournament to Lake Placid this Weekend

Albany, New York - Governor Andrew M. Cuomo today welcomed the 2014 Eastern Collegiate Athletic Conference (ECAC) Hockey Men’s Championship featuring Cornell vs. Union and Colgate vs. Quinnipiac in the semifinal contests to take place this weekend, March 21st-22nd in Lake Placid. The event marks the 53rd overall championship and the 11th at the historic 1980 Rink-Herb Brooks Arena.  The tournament is expected to generate $1.5 million in direct economic activity over two days, with more than 10,000 overnight stays.

“New York is the site of the original ‘Miracle on Ice,’ and there is no better place to chase the dream of an ECAC Championship than the Herb Brooks Arena,” said Governor Cuomo. “With three of the four schools in the tournament from New York, fans from all over the state will get the chance to root for their favorite teams – and contribute to our local economy in the process. This is one championship we can all win, most of all the State of New York and the North Country. I wish all the teams the best of luck.”

The four top teams in the conference will face off for the Whitelaw Cup and an automatic bid to the 67th annual NCAA Division I Men’s Hockey Tournament. Two-time defending champion Union (26-6-4, 18-3-1) will look to be the first team to win three consecutive titles since Boston University claimed four crowns (1974-1977). Cornell (17-9-5, 11-7-4) will be looking for its 13th title; Colgate (19-12-5, 13-6-3) will be searching for its second title after claiming the crown in 1990; while Quinnipiac (24-8-6, 12-6-4) seeks its first tournament title.

Cornell (1967–70, 1973, 1980, 1986, 1996–97, 2003, 2005, 2010) leads all squads claiming 12 tournament titles, followed by Harvard’s (1963, 1971, 1983, 1987, 1994, 2002, 2004, 2006) eight championships, and St. Lawrence’s (1962, 1988–89, 1992, 2000–01) six crowns.

Buffalo to Host Second and Third Round Games This Week and New York City to Host East Region Semi-Finals and Final Next Week
Albany, New York - Governor Andrew M. Cuomo today welcomed the 2014 NCAA Men’s Basketball Tournament and thousands of college basketball fans to New York State to experience one of the nation’s greatest annual sporting events, beginning tomorrow in Buffalo and continuing next week in New York City. Starting tomorrow, Buffalo will host six second and third round Men's tournament games at the First Niagara Center on the Queen City’s waterfront, generating more than $5 million in expected economic activity. Next week, the East Region semi-finals and final will occur at Madison Square Garden in New York City. The Governor also wished the best of luck to the nine teams from New York State participating in this year’s Women's and Men’s tournaments.

"I am pleased to welcome the NCAAs, along with their energy, excitement, and economic benefits, to Buffalo and New York City,” Governor Cuomo said.” “We don’t need to wait for the buzzer to call this a big win for the State and particularly Buffalo, where college basketball fans will find a city that has changed dramatically since the tournament was last held there. The six games scheduled for Thursday and Saturday will mark the first time since 2010 that Buffalo has been selected to host the win-or-go-home college basketball tournament popular with millions of fans across the country. As host of the second and third rounds, the Queen City will showcase its cultural attractions, restaurants, and general hospitality to fans attending the games; overall, more than 18,000 out-of-town fans are expected to visit Buffalo during the games, creating an economic impact of over $5.2 million, according to Patrick Kaler, President and CEO of Visit Buffalo Niagara.

In addition to the games, Buffalo is hosting various related events this week, including “Kids Day” on March 19th for 1,500 Buffalo school children to interact with the visiting teams. A state grant for $50,000 will help pay for costs and expenses associated with the event, including the fleeces worn by volunteers.

Syracuse University will represent the Empire State against Western Michigan at the First Niagara Center on Thursday afternoon. Following the completion of the second and third rounds this weekend, the NCAAs will continue in New York City next Friday and Sunday as Madison Square Garden hosts the East Region semi-finals and final.

Governor Cuomo Announces Economic Development Power Programs Strengthened New York State’s Economy in 2013

More than 25,000 Jobs Supported Statewide, Hundreds of Millions in Private-Sector Capital Investments, and $13 Million in Economic Development Grants for Western NY
Albany, New York - Governor Andrew M. Cuomo today announced that 25,000 jobs throughout New York State and commitments to hundreds of millions in capital investments were directly tied to allocations of low-cost electricity in 2013 to businesses and other enterprises under three state economic development power programs administered by the New York Power Authority (NYPA).

“Over the past three years, the ReCharge NY program has been on the forefront of our economic development agenda, successfully working to create and sustain jobs and new private sector investment in communities across New York,” Governor Cuomo said. “Low-cost power is a valuable resource for businesses as they look to expand here in New York, and this innovative program is leveraging the state’s power generation capacity to create jobs and grow the economy. With the recent news that the unemployment rate in Upstate New York has dropped to its lowest level in the past five years, it is clear that our focus on jobs, jobs, jobs is paying off, and we will continue to work to sustain New York’s economic recovery.”

Governor Cuomo Launches New Television Advertisements to Promote Tourism and Create Economic Opportunities in Upstate New York

Albany, New York - Governor Andrew M. Cuomo today announced the launch of the next phase of the 2014 winter-spring tourism campaign, featuring two television advertisements that promote recreational activities and tourism attractions in Upstate New York. The 30 second spots highlight two great New York State assets, snowmobiling and baseball, and are part of ongoing print, television, radio and digital tourism advertisements through the I LOVE NY campaign. “Upstate New York has some of the best tourist attractions in the world and we are committed to promoting them as go-to destinations for our residents and visitors across the globe,” said Governor Cuomo. “With places like Tug Hill Plateau and the Baseball Hall of Fame, Upstate communities offer something for everyone all year long. Tourism plays an integral role in the economy, and we will continue our work to make sure it thrives, creates jobs, and generates new economic opportunities for our state.”

The television ad featuring snowmobiling upstate is currently running, and the Baseball Hall of Fame ad featuring the legendary former NY Yankee coach Joe Torre will begin running on Mar. 6. Both ads will run in major markets, in-state as well out-of-state, on early morning shows and cable networks.

“With tourism ranking as the State’s fifth largest employer, it is clear the industry continues to have a significant impact on the State’s economic growth,” said Empire State Development President, CEO & Commissioner Kenneth Adams. “These commercials complement the great work the State has done in promoting tourism through its visible sponsorships and special events and builds on its ongoing successful advertising campaign to encourage travelers to visit and enjoy the very best of New York across the State.”

According to recent projections, it is estimated that 8.8 million more visitors traveled to New York State in 2013 than in 2012, representing an increase of 4.2 percent. In addition, the industry is projected to have generated $7.7 billion in state and local taxes with direct spending expected to have reached $61.3 billion, up 7 percent from 2012 and double the national average.

The tourism industry is also projected to have added 24,800 jobs, a 3.1 percent increase from 2012, also double the national average. In total, leisure and hospitality is projected to have finished the year with 818,700 jobs, making tourism the third fastest growing job sector in New York State.

The winter-spring ad campaign continues Governor Cuomo’s unprecedented commitment to promoting tourism and supporting economic development across New York in order to generate revenue and create jobs.

Last summer, Governor Cuomo held various high-profile events to highlight locations in Upstate New York as world-class tourism destinations, including the first ever Adirondack Challenge, a two day festival with a whitewater challenge featuring the Governor, state and local elected officials, and members of the media.

The Governor also attended the BassMasters Tournament in the Thousand Islands, which drew more than 34,100 people to the four day event. There, he announced that the 2014 BassMaster Elite Series will return to New York in 2014, including the “Governor’s Challenge,” a fishing competition featuring the Governor, elected officials from New York State and some of the biggest names in professional fishing to highlight the state’s many fishing and vacation opportunities.

Since taking office, Governor Cuomo has made growing the job-creating, revenue-producing tourism industry – especially Upstate – a top priority. In May 2013, Governor Cuomo kicked off the state’s tourism efforts by hosting the Tourism Summit in Albany, where he announced $60 million in tourism funding – the highest level of tourism funding in decades – as well as other initiatives including: a new I Love NY marketing campaign with the Port Authority and MTA, Taste NY marketing efforts, an international tourism campaign, I Love NY in Times Square, and I Love NY LGBT.

Governor Cuomo Announces Colorectal Cancer Awareness Month

Albany, New York - Governor Andrew M. Cuomo today signed a proclamation declaring March 2014 Colorectal Cancer Awareness Month in New York State and also reminded New Yorkers to get screened for colorectal, breast, and cervical cancer—a covered benefit through Medicaid as well as health plans participating in the NY State of Health marketplace.

“This is a month where we want New Yorkers to consider getting a proactive screening for colorectal, breast, and cervical cancer, a crucial step that can help save lives,” Governor Cuomo said. "Our state has resources that make it easier for New Yorkers to get informed and get screened. I encourage everyone to spread the word during Colorectal Cancer Awareness Month to promote and protect the health of our state’s communities."

The Department of Health (DOH) Cancer Services Program offers colorectal, breast and cervical cancer screening to eligible uninsured individuals in every county and New York City borough. Colorectal cancer is a leading cause of cancer-related deaths among men and women in the United States. Each year in New York State, more than 10,000 people develop colorectal cancer and more than 3,500 New Yorkers die from the disease.

New Yorkers at high risk, such as those with a personal or family history of colon polyps, colon cancer, or a personal history of inflammatory bowel disease should talk to their physicians about the best time to begin screening and how often they should be tested. Individuals with symptoms associated with colorectal cancer such as blood in the stool, stomach pain with changes in bowel movements, or losing weight without trying should speak to their physician immediately. To raise awareness about colorectal cancer and encourage screening, businesses, hospitals, and community leaders across New York State are participating in New York’s Main Streets Go Blue campaign. In partnership with the DOH Cancer Services Program, these individuals and organizations will share information with the public, decorate their shops and streets in blue, run “blue” sales and specials, and host colorectal cancer screening events throughout March.

State Health Commissioner Nirav R. Shah M.D., M.P.H. said, “Colorectal cancer can often be prevented. Regular screening can find precancerous polyps so they can be removed before they become cancer. In addition to regular screening, all New Yorkers, regardless of age, can reduce their risk for colorectal cancer by quitting smoking or never starting, maintaining a healthy diet, and increasing their physical activity.”

Governor Cuomo Announces California Film Production Company to Anchor New Hub for Emerging Nano Industries

California Company Weighing Opportunities Chooses to Relocate to New York State
Albany, New York - Governor Andrew M. Cuomo tuesday unveiled plans for a new Central New York Hub for Emerging Nano Industries in Onondaga County that will specialize in providing advanced visual production research and education to support Upstate New York's rapidly growing film and television industry. The facility, to be led by CNSE, will focus on the use of nanotechnology to drive innovations in the computer generation imagery, animation, and motion capture technology used in film and television production.

The Governor today further announced that The Film House, a California-based film and television company, will be the facility's first tenant, and move its headquarters, production, post-production, and distribution operations to Syracuse. The project will create at least 350 new high tech jobs and 150 construction jobs.

“This deal continues our efforts to revitilize upstate New York's economy and create jobs,” Governor Cuomo said. “The film industry and nanotech sectors are emerging industries, and New York is going to reap the rewards of innovation and high-tech jobs. We’re bringing the industries of the future to New York, and Upstate is going to lead the way. The new innovation hub in Onondaga County will be a hotspot for research and education, bringing hundreds of new jobs and hundreds of millions of dollars of investment to Central New York.”

Governor Cuomo Encourages New Yorkers to Gear Up for Maple Weekend Events During the Month of March

New York Ranks Second Nationwide in Maple Production; Maple Weekend Events Take Place throughout the State on March 22 and 23 and March 29 and 30
Albany, New York - Governor Andrew M. Cuomo tuesday encouraged New Yorkers to begin planning for Maple Weekend events this month, which take place across the state on the weekends of March 22 and 23 and also on March 29 and 30, from 10 a.m. to 4 p.m. each day. New York currently ranks second nationwide in maple production, accounting for 18 percent of the nation’s output with 574,000 gallons produced in 2013. Also during the 2013 season, New York’s maple producers utilized 2.2 million taps, the largest number of taps since 1949.

“New York State makes some of the best maple products in the country – from maple syrup to maple sugar,” Governor Cuomo said. “New York’s homegrown maple industry is a key part of our state’s agricultural economy. That’s why we are promoting New York’s Maple Weekend which will give residents and tourists alike the chance to enjoy everything our state’s maple producers have to offer.”

Maple Weekend, which is an annual event put on by the New York State Maple Producers Association, will take place at more than 100 locations statewide. There, maple producers at will show visitors how maple syrup is produced in sugarhouses, going through the process from tree to table, explaining everything from tubing systems to the evaporation process. Depending on the location, pancake breakfasts may be available, as will treats such as maple cotton candy, maple popcorn and maple sugar candy. Admission is free to all Maple Weekend events.

Acting State Agriculture Commissioner Richard A. Ball said, “Maple Weekend is a great way for New Yorkers to go out and learn about this hugely important agricultural industry. Maple is not just a product that goes on pancakes anymore. It can now be found in everything from barbecue sauces to various spices to some of the most delicious treats everywhere. Maple is big business here in New York and I look forward to participating in Maple Weekend events during the month of March.”

Dwayne Hill, President of the New York State Maple Producers Association, said, “Maple syrup is a natural product and the first product of the year. It’s important for consumers to come out and see how much hard work goes into making maple syrup. If they see what goes into it, they will see why New York maple syrup is well worth it.”

Greg Zimpfer, Owner of Zimpfer’s Maple Products in Attica, said, “This is an opportunity to see that food is something somebody has to make. One of the most common things we hear during Maple Weekend is, ‘I’m glad I don’t have to make it and I can just buy it.’ People gain an appreciation for what goes into New York maple syrup.”

Larry Rudd, Owner of Rudd’s Family Maple Syrup in Mannsville, said, “We open our sugarhouses and we give tours from the tree to the table. People have a lot of questions. At Maple Weekend, they get answers. They can see it, smell it, taste it, and experience the heritage New York maple syrup has. People get familiar with it.”

Harry Komrowski, co-owner, Komrowski Maple in Memphis, said, “There’s a huge movement for consumers to buy food locally and Maple Weekend helps them do that very well. We invite people in, and they become believers in the state maple industry. Maple Weekend creates lifelong customers.”

Cornell Cooperative Extension has an extensive maple program that works on many different products related to New York’s maple industry, from forest management to helping maple producers with sap collection and processing, as well as marketing value-added products. During Maple Weekend events at Uihlein Forest in Lake Placid and Arnot Forest in Van Etten, the Cornell Maple program will also be doing taste testing of new syrups made from walnut and birch trees.

Governor Cuomo Announces $330,000 in Funding Available Under FreshConnect Farmers’ Market Program

Albany, New York - Governor Andrew M. Cuomo tuesday announced the release of a $130,000 Request for Proposal (RFP) for the “FreshConnect” Farmers’ Market program, which assists New York farmers by promoting the sale of locally-grown food products. The program, in its fourth year, focuses on bringing fresh farm products to nutritionally-underserved communities and improving nutrition education statewide.

“For the last three years New York State’s FreshConnect Farmers’ Markets have helped thousands of New Yorkers obtain access to home grown, fresh food,” Governor Cuomo said. “New York State’s farms are second to none and through this program we are taking advantage of the incredible food they produce to provide healthier, better options for low income residents.”

This year, the $130,000 RFP will focus on supporting at least 13 traditional farmers’ market and youth market grant projects across the state. Under this initiative, new and existing farmers' markets, municipalities, and not-for-profits may apply for up to $10,000, and those with the best ideas on how to improve access to farmers' markets participating in the Supplemental Nutrition Assitance Program (SNAP) will be awarded funding.

Governor Cuomo Announces that Prosecutors now have Access to Past Driving Ticket Information

Improved access to DMV records shows tickets issued and not just convictions
Albany, New York - Governor Andrew M. Cuomo today announced that the New York State Department of Motor Vehicles (DMV) is making additional information available to prosecutors about a driver’s ticket history so that the prosecutors can make more informed judgments when considering a plea for a current driving charge. The information will be available for tickets issued during the past 10 years when the original charge was a point bearing violation, a drug or alcohol related offense, or was for aggravated unlicensed operation of a motor vehicle. Currently, only data on convictions is available to prosecutors.

Many times when a motorist goes to court, the original ticket is pled down to a lesser charge. Often this is done because the prosecutor or the court is not aware that the driver has a pattern of dangerous driving behaviors. As an example, it is common practice for courts and prosecutors to allow motorists charged with speeding offenses to plead those charges down to lesser offenses such as parking violations.

“By giving prosecutors a more complete story of a person’s driving history, they can make informed decisions and help ensure that potentially dangerous drivers no longer fall through the cracks,” Governor Cuomo said. “These reforms will protect motorists and make this a safer New York.”

In 2010, in town, village, city and district courts, 129,628 speeding charges were pled down from a speeding violation to “parking on pavement.” In 2011, 112,996 such pleas were accepted. Speeding convictions result in anywhere from 3 to 11 points being placed on a license, depending on the miles per hour over the speed limit. If a motorist acquires 11 or more points within 18 months, their license may be suspended by the DMV. However, there are no points associated with a parking on the pavement charge.

“When Governor Cuomo asked the DMV to look into how we could make information on past traffic tickets available to prosecutors, we knew that providing such information would have a positive impact on traffic safety,” said Commissioner of Motor Vehicles Barbara J. Fiala. “By making ticket history available, the prosecutors and the courts will have a more accurate record of the violator’s complete driving record.”

Access to this information is restricted to District Attorneys, paralegals and investigators working under the supervision and control of the DA’s and other prosecutors authorized by a DA’s office. The information will be displayed only if the disposition of the original ticket resulted in a guilty conviction of a lesser charge, was covered by another ticket or is still pending. Tickets where the charge was dismissed or where youthful offender status was granted are not included.

Governor Cuomo Announces First Ever Interagency Task Force on Agriculture

Interagency Group Designed to Remove Barriers within State Government and Promote Growth of New York’s Agriculture Industry
Albany, New York - Governor Andrew M. Cuomo today announced the formation of the Strategic Interagency Task Force on Lessening Obstacles to Agriculture (SILO) to address barriers to the growth of New York’s agricultural economy. Task force members, comprised of leadership from State government, as well as representatives from the field of agriculture, will work together to ensure that State agencies that deal with farmers are communicating regularly, interacting efficiently, and lessening regulations on farms.

“This new task force is designed to improve how State agencies interact with farmers, producers, and each other to best expand the agriculture industry in New York,” said Governor Cuomo. “Agriculture is vital to the State’s economy and by using constructive methods to identify and decrease barriers and leverage industry strengths, we can work proactively to promote growth, create jobs and support new economic opportunities statewide.”

The Summit approach implemented by Governor Cuomo has already paid dividends for New York agriculture. Since the inaugural Yogurt Summit, where state government listened to the needs of industry and acted accordingly, New York has become the yogurt capital of the nation and reclaimed its status as the number 3 producer of milk nationwide. New York has also experienced a 72 percent increase in farm-based beverage licenses since 2011, in part as a result of reforms enacted at the first Wine, Beer and Spirits Summit.

Additionally, New York is traditionally the second highest producer of apples in the nation and by many accounts, 2013 was the best year for the state’s apple industry in a generation. New York also ranks first in cabbage production, second in maple production, and third in wine and grape juice production.

Governor Cuomo Announces New York State Police Doubles the National Average for AED "Saves"

Albany, New York - Governor Andrew M. Cuomo today announced that New York State Police were successful in 15 percent of Automated External Defibrillators (AED) saves for individuals under sudden cardiac arrest – a rate almost double the national average of eight percent.

“In the last several years, hundreds of New Yorkers who went into sudden cardiac arrest were saved thanks to the training, dedication and quick action of the New York State Police,” Governor Cuomo said. “This is just another way that our State Troopers are stepping in to help protect New Yorkers when danger strikes. I commend Superintendent D’Amico and the entire State Police for their continued commitment to keeping New York safe.”

All marked State Police vehicles and state buildings are equipped with the devices, and troopers are given comprehensive, special training to use them in emergency situations. Between November 2007 and January 2014, State Police performed 170 saves using AEDs 1,095 times. State Police members and civilian employees are participating in CPR and AED training this week as part of a continuing recertification process.

Governor Cuomo Announces New Regulations to Protect Consumers Who Hire Tax Preparers

Warns New Yorkers to use caution when selecting a preparer
File a complaint about an unethical tax preparer by calling 518-530-HELP
Albany, New York - Governor Andrew M. Cuomo today announced historic new regulations that will better protect New York consumers who hire a tax preparer. The regulations make New York one of only four states that regulate the tax preparer industry.

The comprehensive rules - covering 40,000 paid tax preparers throughout the state - will reduce errors and omissions on tax returns, reduce fraud and increase the level of competence and ethics among preparers.

"With 70% of New York taxpayers depending on a tax preparer to file their taxes, we need to ensure clear standards exist to prevent fraud and protect consumers,” Governor Cuomo said. “These new regulations will better protect New Yorkers who use tax preparers by requiring minimum qualifications and professional practices within the industry. In addition to these changes, I urge those putting their trust in a preparer to also do their homework: check the internet, get a referral, and make sure the person you hire is legally registered with the State Tax Department.”

Preparer scams to avoid

Governor Cuomo warned New Yorkers to be on guard for unethical actions by tax preparers, such as:
Advertising or promising in-person to do an income tax return for a low price, but then billing the client for a much higher fee, arguing the return was more complicated than originally anticipated.
Convincing a client to have their refund deposited into the preparer’s account instead of the client’s, and then the preparer covertly steals a portion of the refund.

Governor Cuomo Announces Approval of First-Ever Long Island Banking Development District to Help Underserved Consumers

Under BDD Program, Brentwood Community Banks Will Receive Financial Incentives to Expand and Preserve Access to Banking Services for Consumers
Albany, New York - Governor Andrew M. Cuomo today announced the approval of the Brentwood neighborhood in the Town of Islip (Suffolk County) as a Banking Development District (BDD) – the first-ever BDD on Long Island. This BDD designation for Brentwood provides financial incentives – such as the potential deposit of state funds in area institutions – to help expand and preserve access to retail banking services for unbanked and underbanked consumers in that community.

“Being able to get a bank account or a loan can make a world of difference for a family trying to responsibly manage their finances,” said Governor Cuomo. “Expanding access to financial services can help provide New York families with better tools to save for a rainy day, put their children through college, or buy a home.”

Benjamin M. Lawsky, Superintendent of Financial Services, said: “Unbanked New Yorkers often find themselves relying on check cashers or predatory payday lenders, which can take a big bite out of their paychecks. Expanding access to low-cost checking and savings accounts can help give those families a greater opportunity to build secure financial futures.”

The Town of Islip and New York Community Bank (NYCB) jointly applied for Brentwood's BDD designation. Brentwood – a majority Hispanic community – is underserved by traditional banking services. It has fewer banks per capita than most other Suffolk County neighborhoods, despite being the county’s most densely populated area. As a result, many residents rely primarily on check cashers or other money transfer agents.

In its joint application with the Town of Islip, NYCB stated that this BDD designation will help that bank continue operations at its Brentwood branch and expand its services. The proposed new services outlined in NYCB's BDD application include starter savings accounts that require as little as one dollar to open as well as checking accounts with no minimum balances. The BDD designation will also allow the branch to preserve existing services such small business loans and business checking and savings accounts.

Suffolk County Executive Steve Bellone said, “This is welcome news for the residents of the Brentwood community. I commend Governor Cuomo for pulling together resources allowing access to loans and credit to dramatically improve the quality of life for Brentwood residents.”

NYCB also plans to work with various community organizations to provide financial education programs for residents and businesses within the BDD, in addition to small business training and workshop programs.

Governor Cuomo Announces $30 Million in NY-Sun Funds for Large Solar Projects in Hudson Valley and New York City

Funding can also be used for renewable biogas-fueled electric generation projects
Albany, New York - Governor Andrew M. Cuomo today announced $30 million in funding available under the NY-Sun Competitive Photovoltaic (PV) Program to further stimulate large-scale solar and biogas projects in the Hudson Valley and New York City.

“Expanding the use of clean, renewable power in the Hudson Valley will help make New York a greener state,” said Governor Cuomo. “Large scale solar and biogas installations are both good for the environment and lower electricity prices for consumers. Renewable energy, including biogas, is a cornerstone of New York’s clean energy economy and helps the State meet energy demand in an environmentally friendly way that protects the well-being of all New Yorkers.”

With this new NY-Sun funding, the New York State Energy Research and Development Authority (NYSERDA) is seeking proposals for PV and renewable biogas systems larger than 200 kilowatts to be installed at businesses, factories, municipal buildings and other larger commercial and industrial customers in the Hudson Valley as well as in the five boroughs of New York City. Proposals are due on December 30, 2013 and projects must be installed, interconnected to the grid and operational by April 30, 2015.

“Governor Cuomo’s NY-Sun initiative is stimulating the expansion of renewable energy in New York and providing economic development opportunities in communities throughout the Hudson Valley and New York City,” said John B. Rhodes, President and CEO, NYSERDA. “We encourage installers to work with large energy consumers in these regions to take advantage of this funding which makes solar power an affordable option in meeting consumers’ energy demands.”

All projects, which will be selected through a competitive process, require co-funding to best leverage state resources. Funding is capped at $3 million per project and $6 million per applicant, unless the project site is located in an area designated by a utility as a “Strategic Location” where the installation of new solar systems is expected to provide benefits to the electric distribution system. The incentive amount (excluding any “Strategic Location” bonus) for each project site may not exceed 50 percent of the total installed system costs for the installation.

NY-Sun Competitive PV projects under contract to date are generating or are under development to generate 92 megawatts (MW) of solar power, the equivalent of powering 16,000 homes annually.

In addition to the Competitive PV program, NYSERDA administers a Solar PV Incentive program for smaller-scale projects under the NY-Sun initiative. Monthly funding under this program is $4.8 million. This standard offer, open enrollment program provides funding for systems up to 25 kilowatts for residential sites and up to 200 kilowatts for non-residential sites.

Governor Cuomo launched the NY-Sun initiative in 2012 to significantly increase the amount of solar power installed annually at customer sites in New York State. As a result, more PV systems are now being deployed in the state than in the prior decade. NY-Sun brings together and expands existing programs administered by NYSERDA, New York Power Authority (NYPA) and Long Island Power Authority (LIPA), to ensure a coordinated and well-funded solar energy expansion plan.

This NY-Sun initiative funding reflects Governor Cuomo’s strategic statewide plan to scale up clean energy, enhance New York’s competitiveness for clean energy businesses, and make the state’s energy systems more resilient.

Governor Cuomo Announces Approval of Conservation Plan for William H. Pouch Scout Camp

Albany, New York - Governor Andrew M. Cuomo today announced the approval of a conservation plan for the William H. Pouch Scout Camp on Staten Island. New York State is providing $6 million through the Environmental Protection Fund (EPF) for phases 2 and 3 of the conservation plan. These phases were approved this week by the Board of Directors of the Greater New York Councils (GNYC) of the Boy Scouts of America, which owns the property.

“Staten Island’s Pouch Camp has given generations of Boy Scouts access to the great outdoors, and we must do everything we can to keep this iconic Camp going,” Governor Cuomo said. “This week’s vote was another key step in that direction, allowing us to conserve the Camp as open space, ensuring that Boy Scouts and the public will be able to use it for years to come. I commend the Greater New York Councils for signing onto this collaborative effort to safeguard Staten Island’s natural environment for all.”

GNYC President Alair Townsend said, “I am extremely proud of the volunteers and staff who have worked so hard for all these years to make this day a reality. This agreement represents a great future for Staten Island and all of NYC Scouting and Exploring.”
